Reflections on 28 Years of Public Service

A look back at the journey across governance, elections, district administration, and institutional leadership in the Government of Haryana.

By Jaibir Singh Arya, IAS

Public service is not merely a career — it is a calling that demands integrity, perseverance, and an unwavering commitment to the welfare of citizens.

Over the course of more than twenty-eight years with the Government of Haryana and the Election Commission of India, I have had the privilege of serving in roles that span the breadth of Indian administrative governance: from the subdivisions of Charkhi Dadri and Panipat to the corridors of the Finance Department in Chandigarh, from the polling booths of Haryana to the parliamentary constituencies of Colombo.

The Foundation: District Administration

The early years of any IAS officer's career are shaped in the districts. As Sub-Divisional Magistrate across five subdivisions, and later as Additional Deputy Commissioner and Deputy Commissioner, I learned that governance is ultimately about people — their aspirations, their grievances, and their trust in the institutions that serve them.

A Commitment to Democratic Governance

Election administration taught me the profound importance of democratic processes. The opportunity to serve as an International Observer for the Sri Lanka Parliamentary Election in 2015, assigned to Colombo district and the constituency of Prime Minister Ranil Wickremesinghe, was a defining moment — a reminder that the principles of free and fair elections transcend national boundaries.

Looking Forward

As I continue to serve in my current capacity as Secretary & CEO of the Haryana Human Rights Commission, I remain guided by the same values that have anchored my career: integrity, transparency, and ethical leadership in service of the public good.
